CYBER Change Project Launch – 1 December 2025
On 1 December 2025, we officially launched CYBER Change – Competent Youth Builders: Entrepreneurship, Resilience and Digital Skills for Change, our new Erasmus+ Capacity-Building in Youth initiative.This 2-year project brings together organisations from Romania (FoRC), Serbia (CYSO), Bosnia & Herzegovina (MIOS), Montenegro (Forum MNE) and Kosovo* (IDCSI) to empower young people—especially girls and youth with fewer opportunities—to participate actively and confidently in today’s digital society.
What is CYBER Change?
CYBER Change aims to strengthen the capacities of youth organisations and support young people in developing:
- Digital skills for personal and professional growth
- Entrepreneurial competencies to foster innovation and economic resilience
- Peer education and leadership skills
- Awareness and tools to combat online discrimination and gender-based cyberviolence
- A stronger voice in local and regional youth policiesThe project will directly engage 50 youth workers and 625 young people, reaching more than 1,500 others indirectly across the Western Balkans.
Why This Project Matters?
Young people in the Western Balkans face challenges such as:
- Limited access to digital learning
- Lower levels of youth participation
- Gender barriers and cultural constraints
- Fewer opportunities for entrepreneurship
- Lack of cross-border cooperation
CYBER Change responds to these challenges with training, mobility opportunities, peer exchanges, local advocacy actions and regional collaboration.
What We Will Do?
- Comprehensive Needs AssessmentMapping digital, entrepreneurial and social participation needs of young people.
- Training Materials & Open Educational ResourcesDevelopment of two manuals: – Digital Skills for Youth – Peer Education for Social Entrepreneurship
- Capacity Building for Youth WorkersStudy visits in Romania and Serbia, followed by local trainings in each country.
- Youth Trainings & Local AdvocacyHands-on workshops for young people aged 15–29, focusing on digital literacy, entrepreneurship and activism.

We’ve just held our Kick-off Meeting for our joint project #CyberChange ⚡🚀
✨ Together with our partners @miostuzla @idcs.innovate @forum.mne @pomoc.deci , we officially launched the project and started planning what’s ahead in 2026 — defining activities, collaboration methods, and the impact we want to create together.
💻 Cyber Change responds to the real need to strengthen youth organizations and empower young people — especially those with fewer opportunities — through non-formal learning, digital tools, and entrepreneurship. Across the Western Balkans, many young people face barriers to civic engagement, employment, and access to quality digital education. This project aims to bridge that gap and support meaningful youth participation in society.

• Designing innovative and flexible learning models for youth empowerment
• Strengthening the capacities of youth and pro-youth CSOs
• Testing practical training schemes in digital skills, social entrepreneurship, and activism
• Advocating for equal opportunities and stronger youth participation through peer learning and activism.

Young people are changing.
And we are moving forward with the work behind CYBER Change. 
Over the past months, our partners have been working on WP2 – Needs Assessment, building the foundation for the next stages of the project.
Research methodology and protocol developed Ethical guidelines and research framework established Data collection tools created for young people and youth organisations
Instruments translated into national languages across partner countries
Now we are moving into the data collection phase, gathering insights from young people and youth organisations across the region through:
Online surveys
Focus groups
Interviews with young people with fewer opportunities
These insights will shape the training manuals and learning resources that will empower young people with:
digital skills entrepreneurial thinking peer learning and leadership inclusive opportunities for all youth
Because meaningful youth empowerment starts with listening first.

National Needs Assessment Romania (Infographic)
WP2 – Needs Assessment and Training Development
As part of the CYBER Change project, Work Package 2 focused on identifying the real needs of young people and youth workers in the partner countries.
A comprehensive Needs Assessment – D2.1 (Click here to download) was conducted using a mixed-method approach, including online surveys, focus groups, and interviews. The research involved over 120 young people and 38 youth organisations across Romania, Serbia, Bosnia and Herzegovina, Kosovo, and Montenegro.
Key findings highlighted:
- Strong engagement with digital tools, but gaps in advanced and job-related skills
- Limited entrepreneurial knowledge, especially in financial planning and business development
- High demand for practical, hands-on and interactive learning approaches
Based on these findings, the project is developing:
- A Manual for Peer Training in Digital Skills (D2.2)
- A Manual for Peer Training in Entrepreneurship (D2.3)
All materials are evidence-based and tailored to local contexts, ensuring relevance, quality, and sustainability.
These resources will be used in the next phase of the project to train youth workers and young people, contributing to stronger capacities and increased opportunities across the region.
📢 Exciting progress in the CYBER-Change project!
Our team is currently preparing the **Manual on Digital Skills for Social Entrepreneurship**, a key resource designed to empower young people with the digital competences, entrepreneurial mindset, and resilience needed to drive positive change in their communities.
Based on the findings of our Needs Assessments, the manual is being developed and tailored by FoRC, with valuable contributions from all project partners. The resource will include practical training modules and peer-learning approaches to support digital skills development across Europe.

📚 CYBER Change Launches Two Peer-Training Manuals for Youth Workers
Two of the project’s core outputs are now complete and already being put into practice at the consortium’s international study visits.
The CYBER Change project — Competent Youth Builders: Entrepreneurship, Resilience and Digital Skills for Change (Erasmus+ Capacity Building in the Field of Youth, Grant Agreement No. 101247052) — has reached a major milestone with the completion of two peer-training manuals designed to equip youth workers across the Western Balkans with practical, ready-to-use tools for empowering young people.
Two manuals, one shared purpose
Manual for Peer Training in Digital Skills for Social Entrepreneurship, developed by FoRC (Romania), guides youth workers through themes central to young people’s digital lives today: digital identity, online safety, digital footprint, critical thinking in the digital space, and the responsible use of artificial intelligence. Structured across eleven thematic modules and 23 practical sessions, the manual combines facilitator guidance with ready-to-print worksheets, activity cards and checklists — resources that make it possible to run a session with minimal additional preparation.
Manual for Peer Training in Entrepreneurship Skills, developed by CYSO (Serbia), takes youth workers and, through them, young people, on a journey from recognising personal potential to pitching a fully-formed idea. Its five modules cover self-confidence and potential, mapping one’s place in the community, moving from idea to plan, managing resources and finances, and communicating an idea to an audience — all grounded in practical, peer-learning methodology.
Built on evidence, not assumptions
Both manuals are directly grounded in the findings of the CYBER Change Needs Assessment Report (D2.1), which surveyed and interviewed more than 120 young people and 38 youth organisations across Romania, Serbia, Bosnia and Herzegovina, Kosovo* and Montenegro. Rather than starting from a generic curriculum, the project teams identified the specific barriers young people in the region face — lack of confidence, fear of failure, uncertainty about digital risks, limited exposure to entrepreneurial thinking — and built each module to respond directly to those needs.
From the page to the classroom
These manuals are not sitting on a shelf. The Digital Skills manual has already been put into practice at the Study Visit held in Brașov, Romania (14–21 September 2026), where youth workers from all five partner countries worked session by session through its content, alongside a dedicated day of exchange of experience with Romanian youth organisations.
The Entrepreneurship manual will take centre stage at the upcoming Study Visit in Belgrade, Serbia (8–15 October 2026), where the same group of trained youth workers will build on their digital skills foundation with entrepreneurship and social enterprise training, including direct exchange with experienced Serbian youth workers active in the field.
Looking ahead
Following the two study visits, and a further peer-exchange and advanced facilitation training in Kosovo*, the trained youth workers will return to their own communities to deliver local trainings — using both manuals together — reaching a target of 625 young people across all five partner countries with digital and social entrepreneurship skills.
By grounding the manuals in real evidence, testing them live at international study visits, and designing them for onward local use, CYBER Change aims to leave behind not just a training event, but a lasting, transferable resource for youth work across the region.
